Meeting Highlights – 27th July 2026

Held at Halstock Village Hall

Hello everyone! It was a busy meeting with four members of the public attending. There were lots of updates on highways, Rights of Way, planning, community projects and some important news about the Halstock sewage treatment works.

 

👋 Parish Council Business

The minutes from the Annual Parish Council Meeting, the May Parish Council meeting and the June Extraordinary Meeting were all approved.

The Council also approved the latest expenditure, bank reconciliation and schedule of payments.

 

💷 Audit Update

Good news — the Parish Council has successfully passed its internal audit and has also been signed off by the external auditors.

This provides reassurance that the Council’s financial systems and controls are working effectively.

 

🚗 Highways & Rights of Way

There were several updates on highways and Rights of Way across the parish.

The fingerpost restoration project is progressing. Tim Beer from the Milestone Society has been working with Cllr. Clarke to review the fingerposts and has identified a more cost-effective source of materials, which should allow repairs to progress more quickly.

A progress report will be prepared for the September meeting, with future costs being considered as part of the 2027/28 budget.

The Council is also continuing discussions with Dorset Council about Beware of Horse Riders signs in Halstock. Dorset Council has agreed to provide one sign, but an additional sign would cost around £950. The Parish Council is continuing to press Dorset Council to cover this additional cost.

Residents have also raised concerns about the 60mph speed limit on Yeovil Road between Sutton Bingham and Halstock. The Parish Council has asked Dorset Council to consider extending the current 40mph limit on leaving the village along the whole of this road and is awaiting a response.

 

🚶 Rights of Way

Concerns were raised by a resident about the condition of Rights of Way around the Manor House/West Wing at Toller Whelme.

Cllr. Childs, the Parish Council’s Rights of Way representative, will meet with the resident to look at the situation and see how the Parish Council can support efforts to improve the paths and signage.

It was noted that maintaining Rights of Way is ultimately the responsibility of the landowner, although the Parish Council can support residents in raising concerns with Dorset Council.

The Council has also been advised that two self-closing gates are needed on Rights of Way. One gate is already available, with funding for a second gate, costing around £400, to be considered at the September meeting.

 

🪑 Village Bench & Roman Villa Site

The bench near the Roman Villa site on Common Lane has deteriorated and needs either repair or removal.

It was agreed that if the bench cannot be repaired, it will be removed rather than replaced.

The Roman Villa site itself has also become overgrown, so the Council will arrange for the area to be reviewed and the vegetation cut back.

 

🏘️ Corscombe Street Names

Cllr. Hennessy was thanked for her work preparing a report on Corscombe street names.

The report will be discussed at the September Parish Council meeting.

The Council also continues to monitor concerns about the accuracy of Dorset Council road closure notices, following several instances of incorrect information.

 

🏗️ Planning

Several planning matters were considered.

The Council decided not to comment on an application for a replacement outbuilding at Saffrons, Ford Lane, Corscombe.

The Council had no objection to the pre-application proposals concerning wall cladding and internal alterations to an agricultural building at Ewens Farm, West Chelborough.

One other planning application was noted as falling outside the Parish Council’s area and Dorset Council Planning will be contacted to advise that it falls within the Beaminster Town Council area.

A footpath closure affecting W26/14 Corscombe and W45/8 West Chelborough was also noted.

 

🔔 Supporting Our Community

The Council discussed a request for financial assistance from the Corscombe Bell Ringers. Councillors recognised the important contribution the bell ringers make to the wider community.

The Council also agreed that its Grants Award Procedure needs updating. The Clerk will prepare an updated version with councillor input for consideration at the September meeting.

An urgent grant request relating to essential bell work was also agreed in principle under the Council’s General Power of Competence, with the final amount to be formally ratified at the September meeting.

 

☕ Repair Café

The Council was asked to help with the cost of hiring Halstock Village Hall for the trimonthly Repair Café.

The request was approved unanimously.

 

🌱 Climate & Community

The Council noted several local environmental initiatives:

• 👕 The next Clothes Swap will take place in September at the Fox Inn.
• 🎬 Following the successful People’s Emergency film event, Halstock Village Hall will be approached about showing the film.
• 🐦 Work continues on the Swift Box initiative.

 

🚰 Halstock Sewage Treatment Works

Several residents have recently reported odour problems from the Halstock Sewage Treatment Works.

The Parish Council has raised the issue with Wessex Water, who have confirmed that their team is investigating the source.

Wessex Water believes the smell may be linked to sludge liquors released during the dewatering process. They are continuing to investigate the automated processes at the site to identify the exact cause and possible engineering solutions.

In the meantime, they are increasing the frequency of sludge tankering from the site in an effort to reduce odour levels.

The Parish Council will continue to monitor the situation and keep residents updated as further information becomes available.

 

📰 The Chimes

The Council has also received a request for financial support for The Chimes community magazine.

Before considering any grant, councillors have asked for further information about the magazine’s finances, including subscription levels, printing and distribution costs, advertising income and the number of parishes and subscribers it serves.

The Council recognises the value of The Chimes to the local community but felt that the magazine’s current business model should be reviewed before any financial support is considered.

Any grant would also need to take account of contributions from the other parishes served by the magazine.

The matter will be discussed further at the September Parish Council meeting once the requested information has been provided.

 

❤️ First Aid Training

The Clerk is looking into arranging another First Aid course, as some residents were unable to attend the courses offered last year.

The course will be run by St John Ambulance, with possible dates in September currently being investigated. Further details will be shared once arrangements have been confirmed.
